The Head of Service works as the primary clinical supervisor of the STRTP facility. Primarily responsible for all clinical functions to ensure that treatment continuity is maintained for residents and families. The Head of Service is responsible for assessing resident’s mental health needs, supervising the activities of the clinical staff, MHRS, and student interns that provide individual, group and family therapy. Oversees all specialty mental health programming at the STRTP. He/she works closely with the psychiatrist and other MHP providers to ensure that appropriate and coordinated care is being provided for each client. He/she works closely with the STRTP Administrators and other non-clinical staff to ensure that a consistent and collaborative approach is implemented for each individual resident.

Essential functions include:

  • Maintaining a safe, healthy, and therapeutic environment at the STRTP.

  • Ensuring that each child admitted to the program has a mental health assessment within five (5) calendar days of admission.

  • Ensuring that each child in the STRTP has commonality of needs with the other children in the STRTP, including whether the child’s presence is adverse to the safety or mental health needs of the child or other children admitted to the STRTP.

  • Ensuring the mental health services identified on each treatment plan are provided and appropriate to meet the individual needs of the child.

  • Monitoring the quality of the mental health services provided to the children.

  • Making arrangements, including transportation, for children to receive mental health services that cannot be provided by the STRTP.

  • Arrangements for special provision of mental health services to children with disabilities including visual and auditory impairment.

  • Ensuring that documentation and recordkeeping requirements are met.

  • Development of mental health staff schedules, training schedules, mental health treatment service schedules, medication schedules, and any other schedules for the operation of the STRTP mental health program.

  • Other relevant duties/responsibilities

  • Ensure that the Specialty Mental Health Services at the STRTP are being provided in compliance with all protocols and applicable laws and regulations.

  • Ensure that all required documentation, including Medi-Cal billing information, is completed and submitted on time.

  • Ensure that all STRTP residents receive appropriate mental health treatment services.

  • Monitors clients with a mental health diagnosis and who may or may not be receiving psychotropic medications.

  • Ensure that all residents placed in STRTP fall within the specified criteria.

  • Review all residents' progress notes no less than every seven calendar days

  • Ensure that sound clinical practices and procedures are followed.

  • Supervises the intake assessment process and ensures that intake assessments reports are developed within regulatory timeframes.

  • Ensure that each resident's Treatment Plan is reviewed and/or updated within the specified time-frames.

  • Adhere to established agency and accreditation regulations and standards.

  • Attend Child Family Team Meetings with other site leadership and/or mental health personnel as needed.

  • Monitor and review staff progress notes including Medi-Cal documentation through the designated system to ensure audit-level quality.

  • Provide and support training on clinical topics as needed.

  • Contribute to data collection and quality improvement efforts for the STRTP.

  • Provision of direct services as determined by Clinical Director.

  • Provide leadership representation for relationships with community partners.

  • Performs proper safe physical management techniques when situations require and completes reporting procedures and documentation.

  • Provides conflict de-escalation and mediation involving youth, as needed.

  • Maintains thorough and accurate records, files, correspondence and statistics; completes necessary documentation

  • Attends meetings and participates with staff, social workers, clinical staff and parents/guardians on methods to effectively work with the youth in the program.

  • Understands basic principles of Title 22 Standards of STRTP.

  • Interacts in a positive manner with the youth's family members.

  • Treats others with respect and confronts negative behavior

  • Encourages and supports the youth's academic, vocation, athletic and treatment participation.

  • Ensures compliance with standards and security safeguards such as room checks; suicide watch protocols.

  • Personally responsible to maintain appropriate professional boundaries with youth and staff; responds to youth and staff in a professional and courteous manner; observes and adheres to confidentiality standards.

  • Follows all policies and procedures regarding attendance, including punctuality and notification.

  • Maintains and promotes the cooperative, harmonious, teamwork environment ROP strives to promote within the workplace; maintains and promotes an atmosphere of dignity and respect in line with the philosophy and policies of the company

  • Ensures the highest standards are maintained to prevent illegal, unethical, or improper conduct and to ensure the program remains in compliance with agency licensing and . policies and procedures.

  • Assists with the correction of deficiencies and quality improvement efforts.

  • Attends and participates in all required meetings including CFT meetings

  • Responsible for evaluations, commendations, reprimands and dismissals regarding supervised staff if applicable

  • In conjunction with the Clinical Director reviews, revises and approves time and attendance in the system for supervised staff, if applicable.

  • Completes minimum 24 hours annual training in following areas: trauma informed approaches, suicide prevention, preventing and managing assaultive and self-injurious behaviors, culture competence, communication skills, confidentiality, client rights and civil rights, monitoring and documenting psychotropic medications and side effects and other agency required training.

  • Ensures the safety, health and welfare of staff and residents at all times.

  • Other duties as assigned, verbally or in written form.

    Minimum Qualifications:

  • The HOS must meet the minimum requirements of the professional discipline in Sections 623 through 630 of Title 9 of the California Code of Regulations.

  • Must maintain professional licensure (LMFT, LCSW, LPCC, Psychiatrist, Licensed Psychologist) or in the Process of obtaining Licensure

  • If waivered/registered professional, must meet all legal requirements for waiver/registration determined by the licensing board of jurisdiction for one or more of the professional disciplines in Sections 623 through 630 of Title 9 of the California Code of Regulations. All duties must be performed under the clinical supervision of a qualified professional in accordance with the licensing body jurisdiction. The qualifying clinical supervisor must be employed by the agency.

  • Experience working with people in crisis

  • Obtain the appropriate number of CEUs each year to maintain licensure and training hours

  • Must be at least 21 years of age.

  • Must meet all state licensing requirements as required by specific site.

  • If required to operate a company vehicle during the course of employment, must possess a current State Driver's License and have an acceptable driving record for the past three (3) years.

  • Ability to pass a criminal background clearance check, drug screen, physical and TB test.

  • Ability to utilize resources available to complete assigned projects.

  • Ability to prepare written reports and correspondence.

  • Ability to understand and follow verbal and written instructions.

  • Ability to effectively communicate, verbally and in writing.

  • Able to work in excess of 40 hours per week with the possibility of a varied schedule.

  • Must be able to maintain a high level of confidentiality.

  • Must have excellent organization and time management skills.

  • Ability to build and maintain positive internal and external relationships.

  • Ability to provide exemplary customer service to all employees and outside constituents.

  • Ability to function independently and as a member of a team in a multi-task environment.

  • Must be flexible and able to handle multiple priorities, with the ability to adjust to high pressure and rapidly changing business conditions.

  • Proficient in the use of computers and associated software.

  • Bilingual in Spanish preferred and Sound personal qualifications (i.e. maturity, stability, high moral standards).

The Head of Service must be able to work the full-time equivalence of 1.0, or forty (40) hours per week. The HOS must meet the minimum requirements of the professional discipline in Sections 623 through 630 of Title 9 of the California Code of Regulations.
